There's some misinformation here. New York, Chicago
and Washington, D.C. have no light rail. San
Francisco's Muni light rail does indeed travel on city
streets (once it gets out of the downtown area). 

University Ave. could easily accomodate a tram system
and it would be a lot more convenient to more people
there than on I-94. I used to ride the N-Judah line in
San Francisco regularly and it had little trouble on
streets much narrower than University Ave.
