There are four choices. The two mentioned, plus the BN rail corridor (to the North End, State Fairgrounds, St Paul Campus, Minneapolis Campus, and over to the Northstar station; this line has had cost estimates done as the Red Rock Line) and the Short Line (West Seventh, Grand, Merriam Park, Lake Street, Warehouse District).
Either of these railbed options will be far, far cheaper and quicker to implement.
