John is (as usual) thinking along the right lines -- how can we make this fast using existing right of way. I have a few problems with the I-94 corridor because of land us, however.
Look along there, and most of the uses you find (or what's going in) are automobile related. That's because the interstate delivers a lot of cars -- especially at Snelling. There will ALWAYS be vast seas of parking lot along I-94.
That's not a place where rail does best. Rail encourages the opposite, and the two will always wind up fighting with each other on that corridor.
I favor the BN route because the jobs in Midway (about as many as Downtown!) lie largely along that route. They are high-payiing industrial jobs as well.
