I think John's suggestions are viable.  However, it isn't happening
because people don't care.  its something the Community Councils
could do, if there was interest.
 
Of course if you were attempting to do this it would still be more
cost effective to do it be city section than block by block.

Sounds nice John BUT I suspect that to be efficient
the area to be served by a single hauler is going to
have to be larger than a block or two. Also, this is a
city after all. Not everyone has the kind of
neighborhood where this can happen without some level
of outside organization. Then there's the problem of
getting everyone to pay. 

I don't see what's wrong with having the city organize
garbage collection. It would clearly be more efficient
than what we have now or what we would have if left to
individuals who might want to organize their immediate
surroundings.

If John's idea were viable, it would have already
happened. There's nothing to stop people from doing it
right now.
