"ST. PAUL - Ramsey County Commissioner Rafael Ortega says he's running for mayor of St. Paul.
Ortega made his announcement this morning. The DFLer formed an exploratory committee in September.
Ortega serves as chairman of Ramsey County's Regional Rail Authority, which is studying commuter and light-rail projects around Ramsey County."
