The "practice freeway" according to most Dakota County Legislators is 35E from Sheppard to downtown. I have no doubt that there would be a desire from them to increase the speed and the number of lanes into downtown on 35E. I also don't doubt that some of those legislators think that a west bound connection to 94 would be a good idea.
All I am saying is that there aren't the numbers to justify MNDOT seeing linking Ayde Mill to 94 as an important project. I was at a meeting with the MNDOT commissioner in the early 90's and his staff laid out a map and showed the minimal impact of the connection. The comment at the time was, "it a city street in Saint Paul and its Saint Paul's problem."
