Its my final day in Porto Alegre and I've been exposed to some fascinating ideas about citizen participation offered by a wonderful host of individuals from around the world. You can be sure, that you'll be hearing more about what I've experienced in the last week. But, in the meantime, I'd like to repeat the question from yesterday.

I'd encourage anyone to answer. If you don't know the answer, then state an opinion (you can add a disclaimer if you like).

BUT - I think that this is a fairly critical question for us all to answer. The solution, if one is required, is not so obvious or easy.

---------------- QUESTIONS ----------------------

I'm wondering how fair our system is at making sure that money for capital improvements is distributed throughout our city?

To what extent (if at all) are some neighborhoods favored over others?

Are some populations being shut out of citizen participation systems in our city?

If so, then who? And what can we do to address this problem?
