You're off on this Dennis - on a couple of points:
State University tuition continues to rise because
state money is either being cut or not keeping pace
with costs. The formula for public universities is
supposed to be about (and was about) 67% state
"subsidy"/33% tution from student, but at Metropolitan
State (Dayton's Bluff) it's currently about 46%/54% -
the drop occuring over the last 7 years. So, you can
easily see one reason that tuition has kept going up.
Also, Metro HAS used (and continues to use) market
strategies to solve budget problems - i.e. - cutting
costs (mostly through layoffs, position freezes/slowed
hiring, and closed positions (not filling a
vacancies)). You may also remember the wage freeze
imposed on the 2003-2005 contract from the state.
Finally, when it comes to state universities it's not
the unions that are making the big money decisions -
it's the non-union administration (VPs and President)
and Board of Trustees.
