Memos reveal early concerns about Sia Lo's work on funeral home deal

A St. Paul city official raised concerns last summer about mayoral aide Sia Lo's motives and actions during the planning of a new Hmong funeral home, a project that is now the focus of a federal bribery probe.

The staffer questioned whether Sia Lo was serving Mayor Randy Kelly's interests or those of Cha Vang, a Hmong community leader organizing an effort to build a funeral home for the city's growing Hmong population.

"I believe Sia's role in all of this has been somewhat problematic since the beginning," Kurt Schultz, an economic development official, wrote Aug. 12 to his supervisor, Amy Filice. "He often said he spoke for the Mayor, but my perception is that he was usually advocating for Cha and attempting to put together deals that were bad for the City (e.g. large grants)."

Even after Sia Lo apparently was told to back off, he "continued to have meetings and wheel and deal without me," Schultz wrote. "Time and time again I see him acting in ways that I don't believe demonstrate good judgement and that do a disservice to the City and the Mayor."

The e-mail message was among the records Kelly's office released Tuesday in response to a request from the Pioneer Press under the Minnesota Government Data Practices Act.
