The Ramsey ordinance goes into effect at the opening of business March 31.  All
restaurants will be smokefree.  All other food service establishments will be
smokefree unless they apply for a waver.  Since it will take a while to actually
grant the waver, if a facility applies for a waver, they will be allowed to
continue to allow smoking until the county has time to grant or deny the waver.
These facilities will have a sign on the door to alert people to the fact that
smoking is going on.  What is the difference?  Only places with more than 50%
alcohol can apply for a waver.  Private clubs are exempt but it turns out most
private clubs also serve food to the general public so they are covered.

Probably dead.  Killed by the Republicans in the Commerce Committee.  Only one
Republican voted for it (Severson).  The committee chair, Tim Wilkin, said he
was eager to "Lance the Boil" of this regulation.

No point in pushing it until one of the 3 council members changes his/her mind
or we change mayors.

Public Health will be doing monitoring and enforcement.  I will find the number
