I agree with Tim on this one. I don't see the
Governor's insistence that the dike be funded as a
favor to Kelly. More likely the Governor was simply
responding to the same constituency as was Kelly. That
constituency includes 3M, Northwest Airlines and the
MAC. Clearly, these organizations want Holman field
improved and expanded and they've got enough clout to
get their way.
The legislature deserves some criticism too. When the
governor threatened to veto all St. Paul items if the
dike wasn't included, the legislature should have
called his bluff rather than caving in to this
disgusting tactic. Projects should be approved on
their merits. This one wasn't.
