Thoughtful conversation on traffic circles. I had some experience with these when I visited Jordan (in the Middle East, not Minnesota) 5 years ago and it was a wild ride! Thank goddess I wasn't driving! But it's a place where cars co-exist with rickety vending carts and pedestrians are somewhat unaware (or unafraid?) of the potential danger of impacts with fast-moving vehicles.
I think that anything that gets motorists to act in their own self-interest AND the interest of public safety is probably a more effective solution than just one motivation. I understand that there was a fatal accident on the River Road last night, not far from my neighborhood, a vehicle going ~60 mi/hr with 4 passengers, one dead at the scene and three in critical condition as of last night.
Why are we all in such a hurry these days? The planets won't stop moving if we are a few minutes late to a meeting, or we take an extra 10 seconds to let a pedestrian pass at an intersection. (Full disclosure: I do have one speeding ticket on my record in my 15 years of driving, not a proud moment for me, but I admit I suffer from impatience now and then too.)
