I wonder what sort of small business explosion would result if the city used $90 Million
to subsidize the health insurance for the first five St Paul residing employees working in small
businesses located in Saint Paul?


I am somewhat serious about this idea, as I think health insurance is the toughest problem
to overcome for a small business startup.


Some reasonable limits could be applied, such as -
  Employees must earn between $9.00 and $25 an hour
  An existing business can get the benefit if they expand.
  The benefit could phase out over a ten year period.

Hey for $90 Million in subsidies I could open up all most all the shops that have closed since the city started messing with Downtown. You could even get a grocery store for that kind of money.
