The other two critical aspects of all those infrastructure projects are that:
1) personal property rights needed to be subordinated to obtain the societal
benefit of those systems, and 2) few (if any) of those enterprises could return
a profit without: a) government subsidies, b) state-sanctioned monopolies, or,
c) price controls (and sometimes all three). WiFi requires less of a property
takings footprint, but if you try to get your cellular phone to work in
Mac-Groveland, you can see the limitations on the social utility of holding
personal property rights to be sacrosanct.
