Generally, not right at moonrise with the moon low over the horizon.  
You want to have it rising over something and that would cast a shadow  
into the foreground. HDRI would be the only way to do it because the  
moon is so bright while anything on Earth it would illuminate would be  
so dim. Plus the moonlight doesn't give you the colors that the  
setting sun does. Shooting just before the full moon is the way to do  
it. This was shot under a full moon.

This was taken the day before full moon and that was one day too late  
because there is a hill behind this location so the canyon was in deep  
shadow by the time the moon rose even though the sun had not set yet.

I noticed tonight that the moon is pretty far north in the sky. I'm  
not sure where I would shoot from to get the nice foreground/horizon  
to have the moon rise above. Somewhere up on Grafton Mesa would  
probably be the place.

planning or an incredible amount of luck. That's what happened on the  
West Temple Sunset shot - we were there two days before, completely  
unaware of the impending full moon and saw it rise while shooting  
sunset pictures but it was too early. Came back the next night and it  
was too cloudy to let the moon get through properly. Went back again  
the following night and just barely got there in time. I literally  
jumped out of the truck right in front of that water catch basin and  
took one picture then the sun set and I lost the light. Got back in  
the car and went home. Wasn't there for 5 minutes. :)
