Although Bruce had some great suggestions and sleuthing pointers, I gave up on my custom Apache install and reverted to httpd-2.2.21 that ships with Lion. Localhost and 127.0.0.1 were successfully resolved as anticipated. However, after changing the configuration file to match my Snow Leopard setup, the problem started again.
Turns out it's related to the "Listen" directive at or near line 50 in my httpd.conf file. With Snow Leopard, I had to specify the IP address as well as the port (Listen 12.34.56.78:80) to use Virtual Hosts. With Lion, it is necessary to remove the IP addy and specify port 80 only (Listen 80). After making that simple change my localhost and Virtual Hosts began working again.
