Well, mostly it's good old boy protectionism.
The Texas Car Dealers Association want to make it impossible to sell new cars
without their members getting their beaks wet.
Tesla does not have 'dealers' like Ford or Chevy. They well the car directly
through stores owned by the company.
The law states that you cannot sell new cars unless you sell them through local franchisees, aka
Dealers, who, of course will demand sweeteners and their own markups an the right to sell
'rustproofing' and 'here's the price I'm willing to sell to you, dearie' kind of utter bullshit
that makes Americans put "Car Salesmen" right there with 'Members of Congress' on
"Our national list of shit we HATE!"
It's pretty naked extortion on the part of car dealers, who paid the
legislature to put it into law, despite Tesla paying to block it.
The purpose was initially to prevent manufacturers from selling cars
directly because they could undercut the dealer's prices.
back in the 20s dealers did a LOT to gain goodwill in their communities
because automobile drivers were on a par with a real life GWAR out on
the streets.
