The Bugzilla ID is preserved in JIRA.  I've just added a "search by old
Bugzilla ID" portlet to the default JIRA front page, to make this
searchable:

For instance, typing in 15216 will redirect to XMLRPC-21.  If the ID
isn't found in JIRA, the user is redirected to Bugzilla's
show_bug.cgi?id=... URL.

Incidentally, JIRA 2.6 has a "Version Control" tab for each issue,
populated by the CVS commit messages mentioning the bug's key, and
pointing to file diffs in ViewCVS.  If people are diligent about bug
references in commit logs, this can be quite useful.  Screenshot at:
