The functionality from Pereira was not merged into trunk. However, I
wouldn't mind if it was (He never sent the code and we forgot to ask).

As long as your vehicles stay on the road you may use the command 'move to
VTD' for x,y positioning (http://sumo.dlr.de/wiki/TraCI/Change_Vehicle_State).
A soon-to-be released version will allow sublane-precision when positioning
it.
