I have 3 questions regarding TLS
1- a TLS with with the following definition
<tlLogic id="Bay-Queen" type="static" programID="AM Peak" offset="31">
        <phase duration="26" state="GGGgrrrGgg"/>
        <phase duration="4"  state="yyyyrrryyy"/>
        <phase duration="26" state="rrrrGGGrrr"/>
        <phase duration="4"  state="rrrryyyrrr"/>
    </ TlLogic>
as you can see, it has an offset with 31
the question is ... if I set the simulation start time to x, should I
change the TLS offset to be  31+x ?

2- if i want to use WAUT, suppose I have this
 <WAUT startProg="0" refTime="0" id="w8">
    <wautSwitch to="Night"   time="900"></wautSwitch>
    <wautSwitch to="AM Peak" time="23400"></wautSwitch>
<wautSwitch to="Off Peak"   time="34200"></wautSwitch>
<wautSwitch to="PM Peak1" time="54000"></wautSwitch>
<wautSwitch to="PM Peak2" time="54900"></wautSwitch>
<wautSwitch to="Off Peak" time="66600"></wautSwitch>
<wautSwitch to="Night"   time="81000"></wautSwitch>

should I set the  refTime to be  0+x ? where x is the simulation start time
