Thanks for the citation.  The classic book on Palomar is "The Glass Giant of
Palomar" by Max? Woodbury, written in the 1950s.  You might enjoy it, also. 
Many U.S. libraries have it.

Since the site survey must have been done in roughly the 1920s-1930s at
various
remote sites, use of the Campbell-Stokes recorder would seem reasonable,
although I have no knowledge of its use.
