I'm pretty sure his watch will need no adjustment, since it will indeed be noon standard time when he emerges. This is because it is the relative position of the sun which defines a standard hour, and not absolute directions in space. The watch is correct.

For the second (if I understand the question correctly), it is the position of the International Date Line where days x and x+1 meet. It is theoretically possible to be standing with one foot in noon on sunday and the other in noon on saturday.
