Many thanks to Luke Coletti for the info, which I'll follow up. At the
risk of extending this topic beyond its sell-by date I recall that in
the UK from 1941 until after at least 1945 DST was decreed for all the
year and in addition another hour of DST was added over the usual summer
period, i.e. two hours away from GMT. This was supposed to save
electricity during a desperate period. No argument, either, in those
days. In England, around the solstice you could read in bed without a
light until well after eleven pm. But for stargazers the blackout gave
the most wonderful night skies with stars you could almost pick.
