In his book, "Sundials: History, Theory and Practice", Rene Rohr has a good discussion of the Ahaz dial, including the history, a sketch and description of its most probable form, a Mesopotamian step structure. The miracle is harder to explain but he does review the refraction theory of a water filled bowl dial. The refraction caused by the water causes the shadow of the gnomon to recede.

"Ma'alot" literaly means - degrees or stairs. A few years ago Prof. J . Jadin tried to prove that this sundial was in fact structure with stairs whose function was to mark the hours.
