Chemical milling (etching) is ideal for any size/shape of hole and would achieve it in shim brass very quickly using e.g. ferric chloride. I have a rep's business card where the company name and amazing filigree details are etched right through stainless steel. A larger hole in shim brass *might* be drilled by clamping firmly between two thicker pieces and drilling as a sandwich. Without this support the cutter edges would dig in and tear the sheet or it would run up the drill helix like a screw/nut. Any kind of punching/piercing will inevitably produce a 'dimple' I think.
