Two Italian answers with:
"yes", it is a sundial 
"no", it isn't a sundial.
 
It is easy to draw a pattern of the solstice lines for a dial.
I did that for a vertical dial, 45 degrees declining from south to east at latitude 45 degrees.
The result is seen here.
It looks rather well to the pattern showed on thew website.
 
Perhaps there is no time reading but a dial with e.g. only datelines still is a sundial.
