This is
the dial in question. I put new URLs on the
web page. The latutude I gave was taken from the registration. New York City is
about 40º north.
I've found a link on
this project by an artist, Marina Gutierrez:

There seem to have
hour lines, as described on the forum below but not at the right position
!!!
My conclusion is
"sundial made by an artist" (but not validated by a
sundialist)

The dial is on a school
near Spanish Harlem in New York City (Lat. 58.5 Lon. 73).
The only
contact I have so far is a school administrator - I have written him asking
for the orientation of the wall.
The dial was originally
defined (apparently by the designer) as a 'heliochronometer'. Since somebody
is going to be disappointed I am keeping things
anonymous.
I have put the anwers
so far on the original webpage which is not permanent, only for
discussion.
