A live CD would make a nice Soft Ray option.  Writing the Soft Ray in Java gives you a lot of good choices, which is convenient, because the same solutions don't work everywhere.  The Soft Ray software should:
1) Run in a browser, because sometimes rebooting the machine isn't an option.  You might not have physical access to the drive or power switch.  Sometimes rebooting a machine is just rude.
2) Be bootable from CD or USB.
3) Runnable directly from the CD or USB without installing.
3) Be installable form CD or USB to a user account without any special administrative rights.

As long as I'm dreaming, I would suggest a USB thumb drive with integrated SIM card reader.  This device could be used to run/boot/install the Soft Ray and authenticate the user.  It would be far more portable than the smart card reader it would replace.

Perhaps the smart card support in Java 6 (Mustang) is there to support this.
