What makes you think that your Windows terminal server can support 200 concurrent users? If all of those users are active running a Windows desktop and a couple of apps, I would be willing to bet that the user experience is painfully slow.

You didn't specify how much memory is in each of your systems, this can have a huge effect on concurrency.

"Our sun ray server only used as gateway".... what does this mean?... are you running rdesktop or Citrix in CAM mode?

80 truly concurrent users on a 2way system running either ICA or RDP seems about right. I think that a decent sizing number is 35-45 concurrent users per "processor/4GB RAM combo". That's ~100mb per user for CDE(which loads behind CAM), rdesktop/ica, SRSS, etc.

Certainly, what the user's are doing on the windows side does affect this. If they are each running a flash animation, the processing and network traffic requirements rise for SRSS.
