Plagiarising heavily from an internal web page:

USB keyboards are supposed to identify their layout by reporting the
appropriate USB layout code. Sun Ray uses that code to automatically
select a keyboard translation table for the keyboard.

Non-Sun USB keyboards may or may not identify themselves with the
appropriate layout code. Many low-end PC keyboards identify as "no
country" (code 0) and will therefore end up using the US keytable,
because by default that's the keytable that is configured for code 0. The
admin can override the default configuration and designate any available
keytable to be used for keyboards that report code 0.

The mapping between the layout code and the keytable is defined in
/usr/openwin/etc/keytables/keytable.map on Solaris (this is used by
all
instances of Xsun, so it affects the console X server too) and in
/opt/SUNWut/lib/keytables/keytable.map on Linux (this affects Sun Ray
only). If you need to use a keytable other than the default US keytable
for keyboards reporting layout code 0 then edit that file and change
the line that begins '6 0' to refer to some other keytable instead of
US6.kt. ('6 0' means "Type 6 keyboards reporting code 0". Sun Ray
treats all keyboards as though they were Type 6 keyboards.)   In this
case you probably want UK6.kt instead. Keyboards that report a specific
layout code (all of Sun's keyboards report specific codes) will be
unaffected by this edit.

This works well provided that all of your low-end "code 0" keyboards
have the same layout. If they don't then you're out of luck because all
code 0 keyboards get the same keytable.
