I was able to resolve this by creating soft links in /usr/dt/config.

There is a file $HOME/.dt/sessions/lastsession in each user's automounted
home directory that contains /usr/dt/config/
Xsession.Sun-gnome-2.0-s94s-2_0_2-08. This file does exist on this new
server, only Xsession.jds and Xsession2.jds, so when the user tries to login
and it does not find the /usr/dt/config/Xsession.Sun-gnome-2.0-s94s-2_0_2-08,
it loads CDE instead. Once I created the links, the JDS option appeared and
I was able to load the Gnome/JDS desktop.

Until I can figure out how to point all the users directly to
Xsession.jds(probably something in their home directory, somewhere),
this will be the
temporary fix.
