This happens to me if I use the GNOME Keyboard indicator. Actually, if I try to add it to the panel on a Sun Ray I get only a red cross, on the panel. If I put it on the panel when I am logged in to the server (with PC keyboard), everything works, but after logging in to a Sun Ray the keyboard behaves as yours.
