No.  The correct way to go is for Gnome to stop trying to
interfere with the keyboard mapping when it doesn't
have enough knowledge to be able to do the right thing.
(That's essentially "always".)

Even in the very narrow case of a local console where
the desktop might be able to get the right answer, the
correct thing to do is to configure the X server (not the
desktop) to use the correct mapping.
