Sun Ray uses the base Xsun keyboard tables, with no modifications.

The really strange part is that, as far as Sun Ray is concerned, there
is no difference between the Type 7 and Type 6 Swiss-German
keyboards. (That's true for all layouts except Japanese, where the
Type 6 and Type 7 produce different keycodes for a couple of keys
so all keyboard drivers, including Sun Ray, have to treat them
differently.) If the Solaris update did touch any keyboard tables then
both the Type 6 and Type 7 keyboards should have been affected
equally.

The only reason for a difference I can think of is if one of the Sun Ray
sessions has enabled the XKeyboard extension and the other one
hasn't. The XKeyboard tables are separate from the non-XKeyboard
tables, it wouldn't be hard for one set to be broken while the other set
works. You could check this by looking at the Xsun command line
options, or you could rule it out by plugging both the Type 6 and the
Type 7 simultaneously into the same DTU or by hotdesking a single
session between the DTU with the Type 6 and the DTU with the Type 7.

Are the keyboards plugged directly into the DTUs or do they go through
hubs or KVMs? Are the mice plugged into the DTU or into the keyboard?
Are any other devices plugged in to the hub ports on the Type 7? While
you're investigating, get rid of any extra devices and try to plug the
keyboard(s) and mice directly into the DTU. You should also make sure
that all of your DTUs have the latest firmware, in case this is a problem
that has already been solved.

BTW, the lockup issue with the Type 7 keyboard does not affect only
SRSS 3.1 and SR2, it affects all Type 7 keyboards. But if you were
suffering from the lockup issue the keyboard would be completely
dead, it wouldn't just get a few keys wrong. The lockup should not
happen with current firmware.
