I've already tried to change the keytable.map,

but unfortunately this didn't work for me.

There is a way, however it is a system-wide setting.  Unknown USB
keyboards are reported with a Type code of 6 and a  Layout code of 0.
You can bind a different key table to the "6 0" combination in
keytable.map:

# diff -c keytable.map.SUN keytable.map.BBC | expand
*** keytable.map.SUN    Fri Feb  9 01:46:20 2007

However, this will set _all_ "layout 0" keyboards to use German
layout.  In my case, I do not mind.
