Don't be spooked. Perhaps I should have added "in normal circumstances".

I set hires ticks to one.  utcapture show zero packet loss across the board, 
except one DTU which lost 72 packets when I moved it to another switch port.

All DTUs report between 2 and 3 latency.  I have no idea what the units are.

Is there any traffic monitoring I can do to note the difference between its 
slow and fast mode?  Other than me describing it in an email or videotaping it, 
what evidence could there be?

To dive any deeper would require some input from Kent I believe. Generally speaking when somebody sees blocky striped updates that's an indication that the DTU has perceived some packet loss and is dropping back to compressing traffic between the server and the DTU to reduce bandwidth consumption. If utcapture isn't reporting any loss perhaps its something on the desktop displaying similarly, rather than SRSS itself.
