That's the long term plan they've announced - it will take years to get
there, and probably still have a X server that can sit on top of Wayland
to proxy legacy X applications (much like you can run cygwin/X on top of
Windows or X11.app on top of Mac OS X to see X apps while their native
window system does the actual rendering).
