How are you telling the DTU to read the parms? That's typically done
today via DHCP option 66 (TFTPSrvr) or the DNS name
sunray-config-server.fqdn

The utquery output will tell us everything we need to know to help you

So the firmware server (25.60.18.30) in this case is provisioned through
the DTU GUI, a .parms file is found and loaded, but the only parameter
obtained from .parms is the firmware version (and its associated barrier
level).
