there are kind of 3 ways to go

freeware from the net
your $20-$100 range
your $650 and up range.

i went with plan c and found out that my job gives me no time to do this 
stuff.  so that was dumb.  there are a lot of good tools on the net that you 
can use for starters.  there are programs you can use to convert sound file 
formats and wavedit (editor for wav files) has some really good, basic tools 
- reverb, flange, sound shaping, tempo/pitch control etc - that you could 
use for starters, all for free.  a friend of mine has wavedit at work, o you 
can probably find it on hotbot.

you may lose a little on sound quality - i've never tried the freeware, so i 
can't say, but:

1.  it's free (have i said that?)
2.  the tools are relatively rich for starters
3.  you can fool around with this stuff to your heart's content and
    a. see if you like it
    b. see if you are any good at it
    c. see if you aren't, but don't give a crap, 'cause you find it fun and 
you're gonna do it anyway.

i'll leave myself a note to publish where you can get the wavedit thing 
tomorrow am, unless someone else posts it to the list.
