This might be the difference in your telephone lines.  Telephone companies 
sometimes will upgrade their lines in one area but not another.  Contact your 
telephone company and ask if your lines have been upgraded.  They should be 
able to send someon to check.
I had mine upgraded about two years ago when I wanted two separate lines.  
The lines are still considered capable of higher speeds.
