Fan noise is so subjective I can't relate to the original problem.
But if the fan refused to start on 7 volts there are several
possibilities with varying probabilites:
1. +15V limiting current- not likely
2. +5V unable to sink .2 amps- not likely
3. Poor electrical connection- Maybe, only you can tell. Would limit
current and thus starting torque.
4. Dirty fan- Maybe, but would have to be really dirty. Would
increase starting torque.
5. Bearing in fan worn out- Maybe, and would cause increase in noise
and starting torque.
6. Because of fan design ( cheap ) the fan is unable to start on a
voltage as low as 7 volts when designed to run on 15 volts.- Maybe
Go buy a quiet fan of the same physical size and same rating. Others
have posted sources for quiet fans. I don't have the URL's at hand
but they are inexpensive, around $10- $20. Don't buy "cheap".
