IIRC, the problem in question is one where no matter what you set the Start-Up Disk control panel to the machine boots from the first volume with an OS that it finds. So, if you have an OS on a volume on SCSI bus 0 at ID 0, it always boots from that regardless of what you set the CP to. So if you wanted to boot from a volume on an IDE drive/card that would be at least SCSI Bus 2 and it won't get there if it finds a valid System folder on Bus 0 or Bus1. Of course, it shouldn't do that. It's a very weird and frustrating problem probably related to some kind of Open Firmware dingus.
