if you don't have it very full of drives/cards, yes, you should be able
to get by with less cooling, but you should remember that in the future
if you add things.  as far as air flow at 7v vs. airflow at 12v, you'd
have to look at the power the fan is operating at, which is also a
square function of voltage so you'd have 7^2/12^2 or 49/144 or about 34%
as much airflow (best case, it's probably a little worse than that), a
pretty drastic reduction but it wouldn't surprise me if an under loaded
machine could handle it.  i still think it's best to just buy a better
fan, possibly one with a somewhat reduced airflow.  myself, i prefer
lots of air as replacement is usually something i can't afford, but it's
a personal preference.  at the same time, engineers frequently just plop
in a fan they hope will be big enough, if things don't melt they're
usually happy, so the original fan could easily be oversized even for a
full machine.  i remember some of the mac II series had a variable speed
fan and it did run much slower than full speed in most machines.
