Tim, try booting from your hard drive, but have the OS 9 CDROM in the 
drive when you boot.  Then eject the CD and try putting in another 
disk.  If the new disk is recognized, then it's almost certain you 
need a driver for your CDROM drive.  There are several choices, 
including third party products from FWB or Intech, a hacked version 
of the OS 9 CD/DVD Extension, or going all the way back to the OS 7.6 
(not 7.6.1) CD Extension.
