HFS+ first became avaialble in OS 8.1. I like OS 9.1 myself. It's the latest version you can install in our machines without resorting to messing with the install process. And it seems to be pretty stable. But it depends on what your goals are. If you don't need compatibility with later stuff and you'd prefer extra speed and less RAM usage, I think 7.6.1 is a great system.
