An OS 9.1 CD is included with the full OS 10.03 kit.  The problem is 
that some resellers are splitting the set up, so you need to be 
careful when purchasing 10.03 that the 9.1 CD is still included.

Of course, OS 10.03 is "out of date" also, but it seems to be easier 
to find for sale than OS9.1 separately.
