It is true there is a DVD decoder add on to your ATI 128 video card. 
But it only works in OS 9.x no support at all in OSX. There is also the 
Wired 4 DVD that works with any video card but only in OS 9.x
Any ATI 128 video card  or Radeon lets you play DVD's in both OS 9.x 
and OSX using Apple DVD player software. It needs to be a special 
hacked version for it to install and play on an old World machine. I've 
posted the info several times. Will S

PS I will likely buy a Firewire card and external case once that is 
booting in OSX. I want to be able to share a fast CDRW drive I have.
