If you ran a low-level format you might be SOL. If the drive is new try 
getting it back to the store. There are some known (and some actually 
admitted by Apple) problems with low-level formatting of IDE/ATA drives. 
Your manufacturer may have some FAQ on it. I suggest you exchange it and 
do not low-level format (don't zero all data either) the next one. Just 
initialize the partitions and go.
