As Paul Sand wrote, this is almost certainly a jumper problem. Go to your hard drive manufacturer's web site and find the installation document for your hard drive. It should have the correct jumper settings somewhere in there.
If you run into problems, feel free to post the drive manufacturer part number, and maybe we can help. You might also want to check your pci card vendor's web site to ensure that the card's bios/driver is current.
