Actually, I saw some cards from PowerColor which had Atmel chips on them. The Atmel (prefix AT) chips may be bad as well. It depends on your circumstances. I was able to flash the Atmel bearing cards in a PC, but after conversion to Mac, the ATI firmware updater for the Mac still couldn't handle them. This wouldn't really be an issue if there is never another firmware update.
Actually, there's no reliable way to tell if a particular card is flashable until you try it. I have a 64 meg PowerColor card that has the "wrong" chip on it, and it flashed fine. It's running in my B&W G4, which is currently running 10.3.4.
